Integrating ScrumWorks with Thunderhead BCS

Can ScrumWorks push notifications to an outside service or application? Or can an outside application or service register to receive notifications? For example, I'd like to be able to build artifacts in Thunderhead's BCS when a task is taken off the backlog without polling ScrumWorks.

I am not familiar with this specific program, but many of our users are able to create unique integrations using the SOAP API.
